Slob Cops On The Block for Roger Rabbit

After giving newly inaugurated President Noy Aquino a headache and putting Philippines in “wall of shame” after their unprofessional and arrogant handling of Manila hostage-taking drama last year, our cops again went berserk at the start of 2011. For the first four (4) days alone of Roger Rabbit’s year, some of our snooty “men in blue” again displayed some real chronic attitude they got off their sleeves with threads of stupid crimes they commit hugging headlines.

Let’s see what they gave the country in the first four 2011 days.

Beating 2010

Cops’ Indian Treat
January 3, Manjinder James Kumar, an Indian national and a President of Khalsadiwan Indian Sect Temple in Manila, showed up at Pasay Police Station to file a complaint against eleven (11) Quezon City Police District cops who tried to kidnap him last December 20, 2010. He was lucky to get away from it, but his two colleagues didn’t make it. Kumar’s friends Andy Ngie and Ferdinand Ret were taken away by abductors.

According to reports reaching Chief Superintendent Jose Arne de los Santos, director of the Southern Police District (SPD), James Khumar, Ngie and Ret were on their way to the Pasay City police headquarters when they got caught in a traffic jam along Harrison Avenue at about 3:30 p.m. last Dec. 20.

Khumar, who had been kidnapped before, and his associates had just come from the Philippine National Police headquarters at Camp Crame to follow up on leads on his kidnappers.
The report said several armed men surrounded Ngie’s Masda Friendee van (BDM-479), but Khumar managed to get out and seek the help of Senior Inspector Renato Apolinario of the Pasay City Police Inspectorate Office. Senior Inspector Apolinario asked that they be turned over to him but the abductors started shooting at him, hitting him with four gun shots. Apolinario however survived. After investigation, the 11 cops, whose names were withheld, were assigned to QCPD Anti-Drug Unit.

January 4, as reported in ABS-CBN News, Ferdinand Ret’s body was found dead in Abucay town in Bataaan Province. Abucay police said they’ve found Ret last December 21 and had the body buried since no one claimed the latter. They then told ABS CBN News that they saw Ret’s photo being flashed on TV which enabled them to recognize Ret. Up to this time, Ret’s companion Andy Ngie remains missing (http://bit.ly/gypKd7).

Rape With Integrity
December 31, 2010, around 5:00 a.m., a female 30-year old vendor “Vanessa” was in Carriedo area in Sta. Cruz, Manila, waiting for her partner who told her to stay put as he looks for a store where they can buy coffee. They were actually on their way to Church.

While waiting, a uniformed police named PO3 Antonio Bautista of Manila Police District who was with another man on a shirt printed with “Press” stopped in front of her. The man on white shirt told her to come with them to the Police Station for she’s being arrested for vagancy.
Reaching MPD, she was led to Integrity Task Force Office, MPD’s section assigned in investigating erring cops. Inside, the complainant told that PO3 Bautista took her P4,000.00 cash. She was then threatened that the cop will take her to Prosecutor’s Office if she refuse to give him an oral sex. After which, she was raped and was told to remain quite so as not to “wake up the Colonel”. The vendor’s ordeal only stopped with her husband arrived at MPD and started looking for her. She and her partner left the police only to return after hours to file rape and robbery charges against SPO3 Bautista who we’re no longer on duty during that time (http://bit.ly/fg5ZJK).

Ballistic In Pasig
Deputy Chief of Investigation of Pasig City Police Office Senior Inspector Oscar Magsibang went ballistic as he “brandished” his baby armalite against security guards who accosted him for alleged parking violation. A Bayan Patroller was able to take video footage of the incident, frightening bystanders along Lucban Steet.

The accident was also recorded in a CCTV also caught the scene showing Magsibang calling for a back up. The CCTV also showed how arrogant Magsibang has become when the SWAT Team arrived. The security were then arrested and taken to police station.
In an interview with ABS-CBN, Magsibang said that it was the security guards who started the commotion and was agitated when group of security guards surrounded and poked him with a gun. Greeting 2011

Chief vs. Deputy Chief
Big bangs are meant to meet the New Year minutes before and after midnight. By morning of January 1, all shots should have stopped and the smoke should have gone down. But not in the town of Talavera, Nueva Ecija.

At around 8pm, Saturday night, January 1, three-month Talavera town Police Chief Superintendent Ricardo Dayag, Jr. heard gun shots outside his police station. When he went out to check, he saw his Deputy, Inspector Bernardo Castro holding and carrying his 9mm pistol. Dayag asked Castro who fired the shots but heard no answer from the latter. The Police Chief then tried to disarm his Deputy by asking him to turn-over his gun. But instead, Castro fired and hit Dayag on his thigh that sent the Police Chief on the ground. Castro pulled out another gun and finished Dayag, then fled off the scene.

In the investigation, 22 shells of 9mm were recovered. Dayag died while being taken to hospital.

An hour later, past 9pm, Castro surrendered. Probers then found his gun under a parked ambulance (http://bit.ly/h84pZG).

Drinking and Shooting Spree
A policeman landed in jail after a shooting spree that left one person dead and 2 more injured in Marilao, Bulacan, before dawn Tuesday.

Senior Superintendent Fernando Villanueva, Bulacan provincial police director, identified the suspect as Police Officer 1 Armand Canilang, assigned to the San Jose Del Monte City police station.

Villanueva said that Canilang shot dead a civilian identified as Arnel Dulsura and wounded another civilian and a barangay watchman in Barangay Ibayo. He said that Canilang threatened to kill Dulsura and his friends as he and his 2 brothers were walking to their home. The policeman was drunk at the time after a drinking session with his 2 brothers.
Villanueva said Dulsura's group immediately filed a complaint at the nearby barangay outpost. As barangay officials were approaching Canilang and his 2 brothers, the policeman opened fire at them.

Cops In My Memory Box

Reading these stories on newspapers and seeing them on TV news brought me back in time around 1998. My family, my Mom and my younger brother to be specific, also experienced some nightmares with cops.

My younger brother was then working in one of the gasoline stations in Ibaan. One time, a 10-wheeler truck went inside the gasoline station and the driver had its tank filled with diesel. After which, the driver asked my brother to guide him on his way out since the place provides limited space for his maneuvering.

As the truck slowly moves its tail, my brother was on the road outside to stop or to warn incoming vehicles. An owner-type jeep came rushing and was given a hand signal by my brother to yield since the truck is almost halfway already on the road. The owner type jeep hardly stopped and skidded on the side. Its driver went out, confronted my brother for stopping him since he’s in a hurry, the SLAPPED my brother hard on his right cheek, then posed grabbing his service pistol asking if my bro got any problem with that. The driver turned out to be a cop assigned in IBAAN POLICE STATION and actually a resident of Ibaan himself! His wife is also a cop and is also assigned in the same police station during that time. I was totally pissed off when it came to my knowledge.

Days after, my Mom went to Batangas Police Provincial Office to file a complaint. Mom was directed from one office to another where hardly any cop would entertain her. My Mom was not familiar with cop stuff specially when filing charges. She was even told by one police in BPPO how come she got the guts to go to BPPO when she doesn’t know what to do. Mom is a patient woman, but can also go ballistic. But with her persistence, she was entertained and a complaint against said cop was filed.

Another couple of days passed. The cop who slapped my brother, together with her wife, came to our house offering his apologies (unfortunately, I was away at work when they came). Lengthy discussions were made. The cop asked begged that the charges against him be dropped. My Dad is a religious man. He said “apologies” were made and forgiveness can be granted. In the end, charges were dropped. The cop went free. The last thing I heard about this cop was that he was promoted now to higher rank. I felt blank and empty about it.

I have three close friend cops. One is a retiree and the other in high office. I have respect for them. They belong to good ones. PNP has around 135,000 personnel. We could hardly identify who’s good or bad. But with these stories, looks like I’m a half-baked bread again for their kind of coffee.
